Lightly coat fish in flour and shake off excess. This will allow batter to stick to fish. For the fish: Fill a large pot halfway with oil or fill a deep-fat fryer with oil. Lightly dredge fish strips in cornstarch. Working in small batches, dip the fish into batter and immerse into hot oil.
